commanders are looking to hand over control of this operation as soon as possible. >> president obama says, while moammar gadhafi needs to go, the libyan leader is not the target of the air strikes. emily schmidt begins our coverage this morning in washington. good morning, emily. >> reporter: rob and peggy, good morning to you. moammar gadhafi has kept an uncharacteristically low profile the past couple of days. no signs of him amidst all the signs of an expanding no-fly zone. for yet another day, coalition forces are targeting libya. a no-fly zone is in place over the eastern part of the country. now, the focus is expanding that zone, toward the gadhafi-controlled capital of tripoli. though, the u.s. says gadhafi is not a target. >> i don't know much about the location of the libyan leader. nor have we expended any military efforts in that regard. >> reporter: instead, the efforts have focused on eliminating air defenses.

president obama, at an official visit in chile, says the international community rallied together to stop potential atrocities. >> democracy can't be imposed from the outside. it must spring from within from the hearts and souls of those who seek it and are willing to work for it. >> reporter: libyan rebels, chanting god is great, have been energized by the international strikes. but in tripoli, where checkpoints are tight, and journalists work under the supervision of the libyan government, gadhafi supporters criticize the no-fly zone enforcement. >> we are freedom in this country. we don't want to kill. >> reporter: president obama says the u.s. aims to hand over control of this military operation, in a matter of days, not weeks. though, at this point, it's not exactly clear who is going to take over next. rob and peggy? >> emily, any idea this morning about when the u.s. will begin to pull back a little bit, in terms of how involved it is in this operation? >> reporter: all we know at this point is they're saying a matter of days, not weeks.

that's the official answer. we do have a few more details that came from general ham in that briefing yesterday. he said half of sunday's 60 air sorties were led by u.s. flights. yesterday, more sorties, 70 or 80 in all. more than half of those flights were from non-u.s. aircraft. there are signs of the complications of the international effort, whether nato is going to actually take charge. yesterday, we saw norway pull back some fighter aircraft. also, italy indicated that it may pull back on its offer to offer air bases countries that are enforcing this no-fly zone enforcement. here in washington, some members of both political parties are criticizing the obama administration, saying they want more details about the u.s. plans for this mission in libya. rob and peggy? >> very interesting. all right. emily schmidt, live in washington. thank you. despite the u.s.-led military strikes, rebel forces are still having a hard time getting organized and equipped. >> abc's alex marquardt spoke to

some rebel leaders in the eastern city of benghazi. >> reporter: the rebels display a trophy of their new might, one of gadhafi's tanks, thanks to help from coalition fighters above. the u.s. and 21 other countries are backing these rebels. but how much do we actually know about them? leading the fight against gadhafi is a man who worked with him for decades. head of his feared interior ministry, general abdul fatah younis. in that role, his job was to enforce loyalty to gadhafi. he told us he stepped down because gadhafi had gone too far, killing protesters. then, there are the rebel political leaders. what do they want? you understand there's a lot of apprehension in the united states. the government feels like they don't know you very well. we really do understand american fears, he said. assuring us, they want democracy, with political

parties, a new constitution and elections. as these rebels march on in their quest to oust gadhafi, little denying that the u.s. has thrown its significant military weight, behind a disjointed group they're still getting to know. alex marquardt, abc news, benghazi, in eastern libya. four "new york times" journalists have been released from captivity in libya. wondering safely across the border in tunisia, the four begin to describe the frightening details of their capture, including threats of decapitation. the only woman, lynsey addario, recalled one man repeatedly stroking her head while saying, quote, you're going to die tonight. our coverage continues today on "good morning america," at a look at where and how gadhafi and now hiding. now, to japan, where the delicate work of restoring power to that crippled nuclear facility the moving forward. this morning, the power was turned back on at a third reactor. water is also being dous two others. getting the power turned back on to all six of the units is key

to cooling them down and also reducing radiation leaks. residents near that plant received water shipments this morning. they've been told not to drink the water from the tap because it contains radioactive iodine. the area around the plant supplies tokyo with most of its vegetable, as well. traces of radiation have been found, but in mount amounts that experts say do not pose any risk to humans. we have details about the first confirmed american victim of the catastrophe in japan. taylor anderson was a 24-year-old woman from virginia. she was teaching english when the quake struck. anderson led children to higher ground, before then trying to reach her home by bicycle. she never made it. her sister said she was living the life she always wanted. and house democratic leader, nancy pelosi, is feeling better this morning after being hospitalized briefly in rome. the california democrat said she didn't feel well when she arrived to italy after a visit to afghanistan. pelosi turns 71 later this week. and former minnesota

republican governor, tim pawlenty says he is not going to be exploring the run for the white house for long. pawlenty announced his presidential exploratory committee yesterday. he says he expects to declare his formal challenge to president obama before september. a much calmer day is on tap across california, following days of some bruising weather there. 20 families remain trapped this morning, after a mudslide in the santa cruz mountains. the road leading to their community is now covered by rocks. but officials say residents are not in any danger. more than a dozen sailboats washed ashore, after breaking free from their moorings near san francisco. the storm also dumped several inches of snow across the southern california mountains. and that system is now on the move, bringing severe weather to the middle of the country. isolated tornadoes, 80-mile-per-hour winds and baseball-sized hail from oklahoma city to chicago. heavy rain in sioux falls, minneapolis and milwaukee. and up to 15 inches of snow from the rockies to michigan. meanwhile, some showers in the pacific northwest and in northern california.

japanese stocks are starting to fight their way back from the losses suffered since the earthquake. the nikkei index jumped more than 4% today, a rebound led by the consumer electronics companies. also, auto stocks are also up as the major manufacturers restart production. the nikkei's boost was followed by hong kong's hang seng which posted modest gains today. in london, the ftse opened higher. wall street, the dow gained almost 180 points. and the nasdaq index rose. and at&t's deal could force many t-mobile customers to get new phones. it will make changes in the frequencies used by t-mobile's 3g phones as it converts the cell phone towers to 4g service. 3g phones will need to be

released in coming years. and sales of previously-occupied homes are at their lowest level in almost nine years. sales last months were off almost 10% from january. two fast food chains known for their giant burgers are offering turkey bergers. turkey is much lower in fat than beef. and when you turn 50 and are loved by millions of people it may be time for an update. mattel is giving its ken doll a new face. the new ken is going through a bachelor-type competition. here's the line. it's kurtis taylor the former defensive end for iowa state. >> hand many guy.

an ice jam and rising water have now forced the shutdown of a bridge over the minnesota river. water levels south of the twin cities jumped an entire foot by yesterday morning, putting it above flood stage. it's only expected to get worse with heavy downpours expected later today. >> unbelievable. that rain makes for a rough morning commute, on i-35 also on i-80 from omaha to chicago. ice and snow on i-94 from bismarck to south dakota. wet on i-5, in seattle, portland and also california. >> and if you're flying today, airport delays are possible in
